Over the past few months we've worked on updating the house rules. The current UvA-wide framework for house rules and a code of conduct with regard to the UvA's buildings, facilities and grounds, which dates from 2015, was outdated and inconsistent. In addition, the events of recent months meant clearer rules for demonstrations and protests were needed.
In recent months, the Executive Board received input from the central representative advisory bodies. The local trade unions FNV, CNV and AOb also provided feedback on an initial draft of the updated rules. In addition, experts provided knowledge and information and various social organisations have been consulted. Together, this input has resulted in the current draft rules.
The UvA's Central Works Council and the Central Student Council are the most important partners in this process and have been granted the right of consent on this subject. The draft rules have now been sent to both councils, after which they will be able to be finalised.
An important guiding principle of the new rules is that the campus must offer a pleasant - and socially safe - study and work environment. In particular, the code of conduct applies in this area.
In addition, the right to demonstrate within the UvA is emphasised in the rules, including the possibility to choose the time, place and form of demonstrations. This is an extension of the current rules. The rules also state that the right to demonstrate is not unlimited. For example, it is not permitted to call for hatred, violence or discrimination. Protest actions must be peaceful and safe, and education and research must not be disrupted.
The draft house rules and demonstration rules will be made available to read once they've been sent to the representative advisory bodies.
